Will a good coat of polyurethane make my wooden rings waterproof?

A good film finish will impart quite a bit of water resistance in some cases to your projects, but nothing will make them waterproof, at least not forever.

The only thing is going to get you close to it is two part epoxy, but even that will wear down over time and with contact with water.

It’s best to try to avoid long periods of exposure to water for your woodworking projects, because they will just last a lot longer in general.
